History

Mr. Grote was the mastermind behind The Green Ring Conspiracy as well as other international plot rings. He was an enemy of the secret service. He also attempted a plot in London but was thwarted by Jason Whittaker. He killed an associate of Agent Billings named Agent Farthing in the Philippines, and Agent Billings almost killed him to get revenge (#705: “The Labyrinth, Part 3”).
