Agent Billings was an agent for MI5 (British Intelligence Agency). However, that does not keep him from having a vigilante side of his personality which reveals he is not above taking personal vengeance.

History

He was Agent Florin's partner and also worked with Jason Whittaker to take down Mr. Grote in London. The two had been working together all around the world from the Philippines, to Hong Kong, to London. Agent Farthing was his former partner, but was killed by Mr. Grote in the Philippines. Billings tried to kill Mr. Grote with Koflax, but Jason stopped him.
