The Unifier
The Unifier, whose real name is Max Pariter, is a comic book character created by Wooton Bassett, who originally appeared in TTC04: Three in One. He is one of Captain Absolutely’s most dangerous enemies, in terms of physical force and ability to directly damage Metropolitanville and its citizens.
Max is a member of the library council, and so has a vote on the issues that come before the board. He took the lead in voting against legalizing the Bible in Metropolitanville.
History
Max Pariter's life was changed when he discovered a mysterious space helmet, which gave him the power to move objects with his mind. Corrupted with his new power, he set about trying to remold the city, and the world, to follow his standards rather than God's. Although he smashed some skyscrapers, he was ultimately defeated by Captain Absolutely and confined in prison.
Some time later, he joined Dr. Relative in forming the Legion of Bad Guys, escaped from prison, and continued his crime career.
Personality
As Unifier, and in general, he is childish, violent, and power-mad. He strongly and sincerely believes that his plans are best, that he is the hero (who can’t lose), and that he has the right to do anything he needs to get his way. He once made himself a ‘sheriff’ badge and started ‘patrolling’ the city, and afterwards was distressed when the Captain defeated and confined him, as he was ‘attacking an officer’.
In his civilian form as Max Pariter, he outwardly appears reasonable, enough to get on the library council. His identity as Unifier was originally a secret.
He has no reservations risking damage to buildings in his attempts to 'rezone' the city. He was willing to throw youth high into the air, presumably to their deaths, for infractions such as stealing a bicycle and jaywalking.
Powers and abilities
He has the power of telekinesis, the ability to move and control objects with his brainwaves. It is powerful enough to rip massive buildings out of the ground and lift them into the air, and precise enough to grab onto a man’s necktie. Although the power originally came from his helmet, Max may have absorbed it himself through prolonged exposure, as he once attacked the Captain in a library council meeting without wearing either the helmet or his armor. While Unifier typically uses hand gestures to direct objects’ movements, and has gloves that seem to help this purpose, it isn’t clear whether these motions are necessary or merely placebic.
When in his space armor, he can be presumed to have greater resistance to physical harm.
Weaknesses and limitations
Since his power is ultimately controlled by his mind, anything that interferes with his concentration affects his ability. In a battle with Captain Absolutely, he was distracted by nearby media and lost control of the hovering discs that the rest of the Legion of Bad Guys were standing on.
There seems to be a limit to how many objects he can control at once. It isn’t certain if this is because the objects are collectively too heavy (so that his power has a physical limit), or because he is mentally unable to focus on moving and holding up all of them.
Wrapping a metal beam around his armor is sufficient to immobilize him, at least for long enough for the police to take him into custody.
In spite of having the power to raze buildings, he apparently can’t escape prison on his own.
As an otherwise ordinary human being, he is as vulnerable as anyone to Dr. Relative’s Neutralizer, and can be incapacitated by guilt.
