History

Donovan was the Deputy Director of the National Security Agency while Jason Whittaker was a Security Analyst there. During A Name, Not a Number, Part 1, he was able to convince Jason to take on one more mission before he resigned, using Tasha Forbes capture was incentive. They flew to Geneva, Switzerland together and researched the Rukuta virus. He personally led the combined NSA/European Security raid on Red Scorpion's hideout. He was also there to witness Regis Blackgaard's apparent death.

In A Name, Not a Number, Part 2, he debriefed Tasha and talked to her and Jason about the situation of Red Scorpion before Jason flew home. He later phoned Jason and found out Tasha was there and told Jason Mustafa escaped custody. Later Jason phoned him and informed him that Mustafa had Tasha and also that the phone line was bugged. He and Jason met together one last time and Jason gave him his NSA phone. Later Tasha mentioned that Donovan retired from his post as Deputy Director.
