Charles has unknown mental differences, and he is in one of the school's special ED classes. Jared DeWhite doesn't know this, and enlists his help in changing the student government. He seems to have the trait of literal mindedness, which is in line with the autism spectrum. Other than this, he seems to be fairly normal. He is certainly capable of running for SGA President under the tutelage of Jared.
