Corey Burton Character

Does anyone know if there is a name for Corey Burton's Character who says "It's just that I usually have so little to do on the show, not like Sam Johnson." at 2:35? I don't think he's the B-TV Announcer, his voice sounds different, with the echo, Making me think he's a talking computer screen, robot, or something.
